Reid Lyon has a Ph.D.in Neuropsychology (neuroscience) and Learning Disorders and Disabilities from the University of New Mexico,

From 1992 to 2005 hewas the chief of the Child Development and Behavior Branch of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) at the National Institutes of Health (NIH)

Lyon was a controversial figure in President George W.Bush's No Child Left Behind program to improve reading in American Schools. He advised Bush and First Lady Laura Bush on reading science, reading development and disorders, and early childhood development.

By 2015, Congress removed the national features of No Child Left Behind. The Every Student Succeeds Act (ESSA) turned its remnants over to the states. ESSA prohibits any officer or employee of the Federal Government from using grants, contracts or other cooperative agreements to mandate, direct or control a state's academic standards and assessments. In 2017 the incoming Trump administration froze regulations. But in February, Education Secretary Betsy DeVos told state school officials to continue their state testing initiatives, which have proved controversial.
